Key Responsibilities
As the Head of QHSE at QatarEnergy, your key duties include:
- Direct and oversee Quality Management, Quality Assurance, Quality Control, Health, Safety, and Environmental programs for the MM Maydan Mahzam Field Redevelopment Project.
- Ensure full compliance with QatarEnergy corporate policies, Directorate procedures, and IMS certification requirements.
- Lead the development, implementation, and management of comprehensive QHSE systems and project-specific QHSE plans.
- Monitor and enforce regulatory compliance with local and international HSE standards and industry best practices.
- Manage and coordinate with multi-disciplinary teams including contractors and project engineers to drive high performance in safety and quality.
- Conduct and supervise QHSE audits, inspections, and compliance reviews; oversee non-conformance reports (NCRs), corrective actions, and lessons learned.
- Lead root cause analysis and investigation of incidents and accidents to improve project safety and quality outcomes.
- Maintain updated registers for project risks, environmental assessments, audit findings, and ensure timely closure.
- Provide senior leadership in project quality assurance for construction safety, welding inspections, NDE, and manufacturing certifications.
- Prepare and deliver detailed reports and presentations on project QHSE status, risks, and performance metrics to senior management.
- Promote a culture of safety, quality excellence, and continuous improvement throughout the project lifecycle.
Required Skills & Experience
- Over 20 years of progressive experience in Quality & HSE management, particularly in offshore oil and gas construction projects.
- Minimum 5 years in senior leadership roles managing QHSE functions for large-scale oil and gas operators, EPC/EPIC contractors, or third-party consultants.
- Extensive knowledge of international QHSE standards, ISO certifications (9001, 14001, 45001), and industry codes (API, ASME, NACE, AWS).
- Strong background in project QHSE planning, environmental assessments, risk management, and audit processes.
- Proven expertise in incident investigation, NCR management, root cause analysis, and corrective/preventive actions.
- Leadership skills with ability to motivate, manage, and develop multidisciplinary QHSE teams.
- Experience working with manufacturing inspections, welding quality control, NDE, and offshore construction QA/QC.
- Familiarity with QatarEnergy’s governance, international oil & gas regulations, and IMS frameworks.
- Excellent English communication skills with strong report writing and presentation capabilities.
- Prior work experience in Arabian Gulf countries or similar regions is highly desirable.
- Professional certifications such as IRCA Lead Auditor, PMI, APM, or equivalent are preferred.
Educational Qualifications
- Bachelor’s Degree in Mechanical Engineering or a relevant engineering discipline.
- Certified Lead Auditor for Integrated Management Systems (ISO 9001, ISO 45001, ISO 14001) from IRCA or equivalent.
- Postgraduate qualifications and additional certifications in welding, non-destructive testing (NDT), painting, or related fields are highly advantageous.
- Membership of recognized professional bodies (e.g., Chartered Engineer) is desirable.
